Appraisal licences are issued by the individual states... but... Massachusettes does offer reciprocity for NY licensees.

Here is the NY state dos reciprocity list for appraisers.

You will need to become licensed in MA, but it's more a matter of paperwork and their diligence transferring your experience for licensing purposes.  (you will not have to get your 2000 hours of fieldwork experience again).</description>
